Blackstone TLC Leasing Introduce
For professional drivers across the five boroughs of New York City, particularly those operating in the highly regulated ride-share and for-hire vehicle (FHV) industries, securing a vehicle is about much more than a simple car rental. It requires a dedicated partnership with a company that understands the intricate licensing and insurance requirements set forth by the Taxi and Limousine Commission (TLC). Blackstone TLC Leasing, located in Richmond Hill, Queens, is a specialized agency focused entirely on serving this unique and demanding market. They are not a typical leisure or tourist rental agency; their entire business model revolves around providing TLC-ready vehicles for drivers who make their living on the streets of New New York.
The firm's core offerings—Full Service Car Leasing and TLC Rentals—highlight a commitment to providing a turn-key solution for professional drivers, many of whom utilize platforms such as Uber, Lyft, and other established FHV services. Operating a vehicle for hire in the NYC metropolitan area requires a specific type of vehicle, appropriate commercial insurance, and the necessary TLC plate affiliation. Blackstone TLC Leasing aims to simplify this complex process, allowing drivers to focus on their work by providing vehicles that are, in principle, fully compliant and ready to earn revenue immediately.
This specialization is crucial for New York-based users. When a driver needs a TLC-plated car, they cannot afford delays or complications with compliance. The reliability of the vehicle and the clarity of the lease or rental terms are paramount to maintaining a steady income. As such, agencies like Blackstone TLC Leasing cater directly to a clientele for whom their rental vehicle is their primary business asset, not just a temporary means of transportation.
The agency acknowledges credit cards as a form of payment, a standard and necessary amenity for modern business transactions, simplifying the financial aspect of securing a lease or rental. However, potential customers are advised to always clarify all accepted payment methods, including any required security deposits, directly with the Richmond Hill office.
Blackstone TLC Leasing maintains a strategically located office in the borough of Queens, an essential hub for many of New York City's professional drivers.
- 135-24 Hillside Ave. Suite 104, Richmond Hill, NY 11418, USA
Richmond Hill, Queens, offers a central point of access for drivers traveling from various parts of Queens, Brooklyn, and even Nassau County on Long Island. The location on Hillside Avenue places the business close to major transportation corridors, which is vital for a service industry reliant on minimal downtime. Given that many TLC drivers live and operate heavily within Queens and Brooklyn, having a dedicated leasing office nearby minimizes travel time for vehicle pick-up, returns, or administrative matters.
While the provided information does not detail specific physical accessibility features like ramps or reserved parking for customers with disabilities, the office is situated in a commercial area, and potential clients requiring such accommodations should call ahead to the Richmond Hill location to confirm ease of access to the suite. The convenience of the location, however, remains a primary benefit for the TLC driver community.
The service profile of Blackstone TLC Leasing is highly tailored to the demands of the New York City for-hire vehicle industry. They offer specialized transportation solutions that go far beyond standard daily car rental.
- TLC Rentals: Providing vehicles that are registered, inspected, and insured to meet the rigorous standards of the New York City Taxi and Limousine Commission. These vehicles come ready for immediate use by licensed TLC drivers on platforms like Uber and Lyft.
- Full Service Car Leasing: This comprehensive leasing option bundles the cost of the vehicle with several essential services required for TLC operation, such as maintenance, insurance, and the necessary TLC plate affiliation, offering drivers a fixed weekly or monthly operating cost.
- Flexible Rental Terms: Catering to the professional driver's schedule, they typically offer short-term rental and longer-term leasing agreements, allowing drivers to choose the commitment that best suits their professional planning.
- Vehicle Fleet: While specific models are subject to change and availability, the fleet consists of vehicles commonly approved for TLC work, which typically include fuel-efficient sedans, hybrids, and various SUVs, all meeting the required criteria for for-hire service classes in NYC.
- Credit Card Payments: The acceptance of major credit cards simplifies the transaction process for drivers, allowing for easier payment of weekly rentals, lease installments, and security deposits.
The primary highlight of Blackstone TLC Leasing is its absolute specialization in the NYC professional driving market, which offers significant advantages over general rental agencies.
- TLC-Ready Vehicles: The most critical feature is that all vehicles are pre-vetted, licensed, and insured for immediate commercial use, eliminating the massive bureaucratic and logistical burden on the individual driver.
- Focus on Professional Drivers: The company’s services are explicitly designed for individuals holding a valid TLC Driver's License, ensuring the entire operational structure—from customer support to vehicle maintenance schedules—is geared toward maximizing the driver's earning potential and minimizing downtime.
- "Full Service" Model: The full-service leasing option offers an important peace of mind, as the bundled cost often covers major liabilities like commercial insurance and routine maintenance, which are significant expenses for an independent driver.
- Queens Location Convenience: The Richmond Hill address is ideal for a large segment of the TLC driving population, providing a local, accessible office without the necessity of traveling into Manhattan or to the major airports for essential vehicle services.
- Dedicated Support: Operating in a professional, niche market suggests that the support team possesses specialized knowledge regarding TLC regulations, plate requirements, and the specific maintenance needs of high-mileage for-hire vehicles.
Professional drivers interested in leasing or renting a TLC-ready vehicle should use the following contact details for inquiries, applications, and scheduling:
- Address: 135-24 Hillside Ave. Suite 104, Richmond Hill, NY 11418, USA
- Phone (Local): (917) 655-7383
- Mobile Phone: +1 917-655-7383
For any licensed TLC driver in New York City, the core benefit of choosing a specialized provider like Blackstone TLC Leasing is the immediate removal of the complex administrative barriers to earning. The critical distinction is that a vehicle from this agency is ready to start generating income immediately, bypassing the weeks of licensing and insurance hurdles an individual driver would face if purchasing or leasing a non-TLC vehicle independently. This "TLC-Ready" status is the single most valuable proposition. The Full Service Car Leasing option, which bundles insurance and maintenance, provides budget stability for drivers, transforming unpredictable operating costs into a manageable, fixed weekly expense—a critical factor for independent contractors.
However, potential customers must exercise due diligence, especially concerning business transparency and customer service, as highlighted by public feedback. Reviews suggest that some past customers have encountered significant difficulties, particularly regarding the timely return of security deposits and consistent communication with management. For professional drivers, any delay in deposit return or lack of response to queries can have a serious impact on personal finances and business operations.
Therefore, while the specialization in the lucrative TLC market makes Blackstone a necessary service provider, any new or continuing driver must prioritize clarity and documentation. It is worth choosing them for the instant access to a TLC-compliant vehicle, but a driver should ensure every detail—especially the terms for the return of any security deposit, vehicle damage policies, and procedures for addressing tickets—is in writing and explicitly clear before signing a contract. Proactive documentation and communication remain the most prudent approach for any NYC professional driver engaging with the for-hire vehicle leasing market.

★ 5★ 4★ 3★ 2★ 1I have taken a Toyota Camry 2017 from them for 3 months. It's been 6 months, still haven't got the deposit money back. In charge MR. Tommy Saying different things one after the other. Car return time, he said to come after 6 weeks. Then when I went, once it said that the file could not be found. Again he said the file was sent to his boss. His boss will call me in 2-3 days. It has been 3 weeks and no call. I went like this 6-7 times. Phone calls are not received. If i text 10 times, it will reply once. 6 months later came and said I have a $65 ticket. I asked to give proof but could not give it. He misbehaved with me when I said I will take regal action. Later he blocked my call.

March 16 · Lovejeet singhThis rental company hasn’t given me any trouble and I’ve been renting with them for about 4 months they do their own maintenance and also take new drivers as well but with added fees for insurance. But overall good company
March 29 · Bope HimThis company has held my deposit for a TLC plated vehicle that was returned to them over a month and a half ago. I have yet to receive a response from any of the owners, the individual that deals with renters gives me generic answers when I call and ask about my deposit. The experience all around has been disastrous, I wouldn’t recommend this TLC rental company.
